Terrorism can be best defined as the systematic use of terror in a variety of ways, a means of gaining the desired ends by force. In present time, life in the world has become precariously insecure because of this terrorism, which is assuming menacing proportions with each passing day. It is the naked dance of death and devastation. The terrorists are extremists and they do not believe that problems can be solved through proper understandings and negotiations. Terrorism, thus, strikes at the very root of democracy and is anti- people and anti -progress. Terrorist activities in India, Pakistan, Afghanistan, Sri Lanka, Israel, Palestine and particularly in Iraq in recent time have breed violence which does good to none. Terrorism springs from political frustration, religious and social fanaticism, unemployment and economic backwardness. Terrorism shows its ugly head in the shape of high-jacking, kidnapping, assassinating leaders and important persons, and even shooting down of innocent people. It multiplies orphans and widows and creates insecurity in the minds of the people and discourages economic progress. Again, besides heavy losses of lives and limbs, terrorist activities have been causing heavier losses of property and materials.
